Trump Scales Back Gaza Recovery to Pilot Project in New Plan

The Gaza recovery initiative, once envisioned as a comprehensive territory-wide reconstruction effort, has been significantly scaled back to a pilot project in the southern Gaza area near Rafah. Initially backed by the Board of Peace under US President Donald Trump, this revised plan aims to address the needs of displaced Palestinians in a more focused manner.

This pilot project is designed to offer temporary housing solutions for tens of thousands of displaced individuals. It will be supported by a Palestinian civilian administration, a locally trained police force, and an international stabilization team. Despite these plans, officials have indicated that the project is not expected to become operational before the end of 2026.

Currently, only limited preparatory work has been undertaken, with logistics infrastructure still being developed near the Kerem Shalom crossing. Construction of the pilot camp itself has yet to commence. The project’s progress is contingent on political and security conditions, particularly developments following Israel’s elections scheduled for later this year.

The initiative has encountered numerous delays due to ongoing hostilities, restricted humanitarian access, and disputes over reconstruction, security arrangements, and future governance of the Gaza region. Efforts are ongoing to secure necessary funding, establish an international security force, and reach agreements on humanitarian access and long-term stability. However, the project faces significant uncertainty regarding financing, implementation, and the broader political landscape.
