Cambodia and Thailand have initiated a United Nations-supported conciliation process to address a protracted maritime boundary dispute in the Gulf of Thailand. This diplomatic effort, conducted under the auspices of the United Nations Convention on the Law of the Sea (UNCLOS), was marked by opening statements from the foreign ministers of both nations. The central issue is Cambodia’s desire for a definitive maritime boundary with Thailand or, alternatively, a joint development arrangement that would enable resource sharing in the contested waters.
Thailand’s stance is firm on concentrating solely on the delimitation of the maritime boundary, expressing its commitment to participate in the process sincerely. While Cambodia has turned to the UNCLOS conciliation process, Thailand had initially favored direct negotiations to resolve the conflict. The ongoing dispute involves around 26,000 square kilometers of sea, an area believed to harbor substantial reserves of natural gas and oil, thus holding significant economic potential for both countries.
In 2001, the two nations had reached an agreement that laid out a framework for the joint development of the disputed resources. However, earlier this year, in May, Thailand withdrew from this arrangement due to heightened tensions stemming from deadly border clashes with Cambodia. This led to Cambodia’s decision to initiate the compulsory UNCLOS conciliation process in June, seeking an independent panel to offer recommendations, though these findings would not be legally binding on either party.
The stakes in this maritime dispute are high, given the valuable resources believed to be present in the contested area.
