Cambodia is set to undergo significant changes in its government structure as Prime Minister Hun Manet unveiled a plan to streamline state institutions. The reform initiative will see the reduction of three general departments and 30 departments within various ministries and state agencies. This move is part of a broader public administration reform program aimed at enhancing government efficiency and keeping pace with the digital age.
During the opening ceremony of the General Department of Taxation’s new headquarters, Hun Manet outlined the goals of the restructuring. The primary objectives are to boost institutional performance, manage human resources more effectively, and optimize the use of state resources. The prime minister emphasized that the reforms are driven by a desire to modernize government functions, rather than political considerations.
The plan follows extensive reviews of 16 ministries and institutions, leading to the establishment of specialized units within some agencies. These units will focus on digital systems and artificial intelligence, supporting Cambodia’s push towards a digital transformation. Deputy Prime Minister Hun Many stressed that the government aims to strengthen existing structures without expanding them, citing that the Ministry of Public Service, along with 12 other agencies, has already cut several departments while maintaining staff levels and increasing employee duties to boost productivity.
However, the reform measures have met with skepticism from some observers, who question the pace and potential impact of these changes. Critics argue that for true administrative reform, cuts should begin at the highest echelons of government to realize greater savings and efficiency.
Despite the criticisms, the restructuring initiative is a part of Cambodia’s wider efforts to modernize its public administration.
